What is Net Energy Metering (NEM)?

Net Energy Metering, or NEM, is a program that allows customers with private solar systems to offset their electricity bills with energy they generate themselves. 

Understanding the key distinctions between Pioneer and PG&E's NEM programs

Customers earn retail credits for any excess energy exported to the grid.Customers earn retail credits for any excess energy exported to the grid.
Credits are applied at the retail rate against electricity consumed each month. Excess credits roll forward to the next month to be applied to future charges. Customers receive a monthly statement detailing their net energy usage, but actual billing for net electricity consumption occurs on an annual basis, known as their "true up" statement.
During the March/April billing cycle, Pioneer reviews the past 12 months of energy generation and usage. If a customer is a net surplus generator, they are eligible for Net Surplus Compensation (NSC).PG&E conducts their annual true-up at the end of a customer's relevant period. At this time, it is determined if a customer is a net surplus generator and eligible for NSC, or if they are a net consumer and will owe a balance for energy consumed.
Pioneer's NSC rate is an additional $0.005 (1/2 cent) per kWh over PG&E's. NSC is paid out in the form of a check if the amount is over $25. If it is less than $25, then it is applied as a bill credit. PG&E's NSC rate is determined by several factors by the utility. NSC is paid out as a bill credit by default, but customers can request a check from PG&E.

What is Solar Billing Plan?

The CPUC ended the “Net Energy Metering (NEM)” tariff effective April 15, 2023, and replaced it with the “Net BIlling” tariff, also known as the Solar Billing Plan (SBP). All solar installed on or after April 15, 2023, would fall under SBP billing instead of NEM. The CPUC designed SBP to promote grid reliability, incentivizing solar and battery storage in effort to control energy costs for all Californians. 

What does SBP mean for NEM customers?

  • Current NEM 1.0 and 2.0 customers retain their legacy agreements for their full 20-year term. 
  • New homeowners buying a house with solar will inherit the remaining years of the NEM agreement.
  • Both NEM and SBP continue to have annual Net Surplus Compensation.
  • Adding battery storage will not affect a customer’s NEM agreement, but modifications or repairs to an existing system that increase output by more than 1 kW, or 10%, will.

Key differences between SBP and previous NEM programs:

  • Excess electricity exported to the grid will be valued at a variable export rate, resulting in an energy export credit (ECC). This is the most significant change from the previous NEM system. 
  • SBP requires positive charges to be paid monthly. Contact PG&E for more information about how the billing will work at   1-866-743-0335.
