Adoption of Community Choice Aggregation Implementation Plan

NOTICE IS HEREBY GIVEN that Pioneer Community Energy, a Joint Exercise of Powers Agency, will hold a public hearing on Monday, July 31, 2017 at 4:00 p.m. at the Placer County Administrative Center, 175 Fulweiler Avenue, Auburn, CA 95603 to consider formation of a Community Choice Aggregation Program and the adoption of an Implementation Plan pursuant to California Public Utilities Code Section 366.2(c)(3).  A community choice aggregator is authorized to aggregate the electrical load of interested electricity consumers within its boundaries to reduce transaction costs to consumers, provide consumer protections, and leverage the negotiation of contracts.

Pioneer Community Energy is a joint exercise of powers agency that has been created within the unincorporated area of Placer County and within the incorporated areas of the Cities of Rocklin, Lincoln, Auburn, Colfax and the Town of Loomis, and intends, after adoption, to submit the Implementation Plan to the California Public Utilities Commission.  Pursuant to the requirements of Public Utilities Code Section 366.2(c)(3), a community choice aggregator establishing electrical load aggregation pursuant to this section shall develop an implementation plan detailing the process and consequences of aggregation.  The Governing Body of Pioneer Community Energy has determined that it would be convenient, advantageous, and in the public interest to establish a Community Choice Aggregation Program, pursuant to California Public Utilities Code, in the areas specified above.

The Implementation Plan is on file with the Secretary of the Governing Body, and available for review at the location noted below. The implementation plan contains all of the following: an organizational structure of the program, its operations, and its funding, rate-setting and other costs to participants, provisions for disclosure and due process in setting rates and allocating costs among participants, the methods for entering and terminating agreements with other entities, the rights and responsibilities of program participants, including, but not limited to, consumer protection procedures, credit issues, and shutoff procedures, termination of the program description of the third parties that will be supplying electricity under the program, including, but not limited to, information about financial, technical, and operational capabilities, and further provides for universal access, reliability and equitable treatment of all classes of customers.

 At the time of the public hearing, the Implementation Plan will be summarized and the Governing Body will hear and consider all oral or written testimony presented by any interested person and afford all persons who are present an opportunity to comment upon, object to, or present evidence with regard to the proposed community choice aggregation program and the Implementation Plan.   The public hearing may be continued from time to time as determined by the Governing Body for a time not exceeding a total of 180 days.
